This documents defines the roles ARES, RACES, LoST, and Skywarn play in disaster communications in Kalamazoo.
ARES - This is a program sponsored by the ARRL. Any ham may join by registering him or herself with the ARRL EC. You may be called upon to provide communications assistance during Public Service activities and or actual emergencies. The level of credentials provided to ARES members is minimal. It is only an ID card with no background check.
RACES - This program is sponsored by FEMA and administered by the local Emergency Management Director. The role and responsibilities of RACES members are defined in the Michigan Emergency Management Plan. You must have a background check, meet certain training requirements and attend a certain number of monthly meetings. RACES members are issued a State of Michigan ID card through the local Emergency Management office.
LoST - The Line of Sight Team has several objectives. It is a regional program to train amateurs to provide robust, portable radio communications for Public Service or Disaster communications. Those LoST team members with valid local RACES ID cards have been declared the Michigan District 5 Jump Team in 2002 by the ARRL Michigan SEC. All amateurs are welcome to visit or participate in LoST.
SKYWARN - Skywarn is a program sponsored by the National Weather Service. Skywarn members report severe weather to the NWS office through Amateur Radio Skywarn nets. There is no requirement for ARES or RACES membership. The NWS provides training at least once per year.
